Food establishment permits and the placard

Hawaiʻi Department of Health, Food Safety Branch

The Food Safety Branch permits and inspects food establishments in Hawaiʻi.

The Food Safety Code, Hawaiʻi Administrative Rules Chapter 11-50, was amended effective August 24, 2025. The branch states the amended rules affect all food establishments statewide.

Inspections use a color-coded placard program, and past inspection reports are public online.

Permit renewal invoices are mailed and can be paid online. The Kauaʻi office is (808) 241-3323.

General excise tax and the Kauaʻi surcharge

Hawaiʻi Department of Taxation

Nearly every dollar a business takes in on Kauaʻi carries the general excise tax. Most activity is taxed at the 4.0% rate.

The County of Kauaʻi adds a 0.5% surcharge on that activity, in effect from January 1, 2019 to December 31, 2030.

A business may pass the tax on to customers but does not have to. The maximum visible pass-on rate on Kauaʻi is 4.7120%.

Prepaid Health Care for staff

Hawaiʻi Department of Labor and Industrial Relations

Hawaiʻi employers must provide health coverage to employees who work at least 20 hours a week and earn a monthly amount tied to the state minimum wage (86.67 times the current minimum wage).

Coverage starts after four consecutive weeks of employment, or the first date the plan can begin it, usually the first of the month.

The employer pays at least half the premium. The employee's share cannot exceed the lesser of half the premium or 1.5% of their monthly gross earnings.

An employee who waives coverage files Form HC-5 with the employer every calendar year.
